ok so does it use WoW paid time?and can i use a different char like a higher level 1 in the ptr or does it only hav to be ur char.

    The public test realm is available as long as you have an active account.  You have to download the PTR client, which is different from the live servers client obviously.  The PTR is also only available at certain times.  I don't think the PTR is up right now since there are no patches being tested I don't believe.  As far as characters go, you can copy one of your existing characters to the PTR or you can create one from scratch and you can even have a MAX level character created.  All of this is done thru the account maintenance screens.  Go there for more info.
