From EA's point of view no.
But if you sell your gold to people for cash and then buy gametime then yes, though I am not sure if there is still a big market for UO gold.
UO has/had still duping/exploit issues and there should be still billions of gold about.
Combine that with a falling player base and you are lucky if you get $1 for a million gold.
