What games have a really hard,tough and smart A.I.

Good question! Now... So far, not one of the games out have any real AI to talk about. Some have a more sensitive add radius, but smart.. not really no. Hm.. trying to pick one game slightly above the others but it is pretty much Spot-and-rush all the way. IF you want MMO and IF you want tough opposition...
Look into WWIIOL for modern times.
Or Overt in SWG. That would give you all the opposition you need, for futuristic gameplay.
And Task up a character in DAOC, then walk into the battlegrounds.
Because so far, in the wonderful world of MMO. the players are still the best AI. Now if someone can say, honestly, that one game have a better, more complex, AI than the others... I add again, honestly... Then I hope they can help you further.
Only game I wait for right now: Imperator.
