How does that one ability ruin the entire PvP system for you?
Shadowsteps was before the addition of .75 seconds aftercast pretty overpowered yes, although saying that positioning is irrelevant and kiting is negated is an overstatement. But with the addition of the aftercast just position yourself well and when you see some random guy popping up right beside you all you need to do is run away from him (kite). Shadowsteps was even before the addition of the aftercast delay only truly powerful in eurospikes in GvG or for jumping in and out of the base in different forms of sinsplit, in RA it wasn't that great and easily countered by watching the field and having some blockstances - as a monk. You're overrating shadowsteps.

My personal favourite; Scorpion Wire: For 8...18...20 seconds, the next time you and target foe are more than 100' apart, you Shadow Step to that foe and that foe is knocked down (2 seconds).

Yeah and I've not seen that skill outside of some assassins with completely horrible bars running it in RA so I don't understand what the problem is. If you're going to try to argue for why you don't play PvP mentioning skills that are not used is as relevant as saying that you don't want to go outside because there's a possiblity to encounter gigantic ants with flamethrowers attached to their... yeah whatever, you get the point.

Shadow stepping makes positioning irrelevant and negates kiting.

Hex breaker, remove hex or my personal favourite in such situations - Guilt.
