You have got to download "hijack this". I swear up and down that this is THE program with which you can get that crap off of your computer. The problem is most likely that you have an internet explorer third party plugin that is redirecting and also redownloading things to your computer. These cannot be found with anti virus programs or spyware scanners, though the scanners will usually find the symptoms of your problem, like new spyware and other crap on your computer.
And like someone above said get zonealarm because someone may be using your computer as a bounce or server. Zonealarm wont stop them from accessing your computer through a browser plugin though, because it basically looks like something you allowed and want to be there and you cant block it without blocking your browser.

Anyhow, when you run hijack this it basically gives you a list of all of the programs that run and browser plugins in your IE and a few other things. You dont want to just start deleting things, but you can definately delete anything that says coolweb in it and you can use the "info about this entry" button to see what things are and make a decision. OF course the program is defaulted to back things up, so you cant permanantly screw anything up. MAke a windows checkpoint if you arent confident.
Read the instructions about making a folder for it and extracting the program before running.
