In my opinion I would say these; AOC then Vanguard and EQ2/Eve tied. Had the whole game of AOC been like Tortage, then it would be the best out there.
I agree that Vangaurd and AOC look very good,but I do have to disagree about EQ2 being 1 of the best,It looks good,but not near as good as lotrs,aoc,or Vangaurd.

This is exactly what i'm trying to say. Graphics don't have to be about how many cool effects you can push or how high-poly your meshes are. I totally agree with CactusmanX. I definitely enjoy Wow graphics more than any other MMOs.

But consider artistic values of the product and in my opinion Wrath of the Lich King easily gives all these other competitors a run for their money. The zones in Northrend like Howling Fjord, Stormpeaks and Crystalsong forest are made by people who use the tools they have to the artistic extreme, and as a result they look far more atmospheric and immersive then what the competition offers, and they don't even require a powerful computer.

For reasoning why I would suggest taking a look at thier fanfest video on youtube with thier new particle effects system. What they've shown off has been absolutely beautiful.
As for WoW the biggest issue I have with any Game is draw distance... with the power of todays video cards there is really no reason that a player should see any draw in of the map, when I managed to get to the flight base on top of Ironforge on my account I was extremely disappinted with a grey vista too look at. For the age of the game they really haven't done anything spectacular... with the graphics engine. In general for thier paid expansions they have been extremely EXTREMELY light on the content and upgrades to the game engine.

WoW's engine has dynamic zone loading which means it has a seamless world. Don't know about VG or LOTRO but AoC doesn't have that. If you are going to look at the graphics engine, you need to look at the whole engine not just the pretty pictures.
While its not actually a mmo I would have to say Oblivion with all the upgraded 4086x408 texture packs!! Although it takes a beast of a system to run it smoothly.
I vote Guild Wars. The graphics are more like fantasy art than soulless tech demos. Like WoW its proof that good artists don't need the latest effects. If Arenanet makes the right changes to the gameplay I think GW2 will be the next big one.

Oh and I do like quite a lot WoW art style, although technically is inferior to the majority of the MMO out there.
But that's the point I guess, even with such a low technical quality the game looks good, so kudos to Blizzard.
