    Yes you have horses that I believe you get at lvl 20? Something like that. Cost about 3 gold.

     

    Inside Moria there are goats though I don't know if you can get free ranging goats or just the "rental" goats taht will take you from one area to another.

    At lvl 35 you can buy a horse (about 4.5g).  You can get special horses through reputation or quests.  In Moria you can't use horses but can buy a goat using reputation.

    To summarize,

     

    You can buy a horse at level 35 for around 4.5 gold, after completing a simple quest chain.

    There are several reputation horses that cost more, up to around 6 gold. They are slightly sturdier and come in different appearances/colors. These are from Wardens of Annuminas and Council of the North for example.

    Horses can not be ridden inside Moria. Instead, if you raise your Moria Dwarf Miner faction to the highest tier, you can purchase a Nimble Redhorn Goat that can be ridden both inside and outside Moria. Cost is around 5.5 gold iirc. A slower Goat is available for less (5g perhaps?) at one tier of rep lower.

    LOTRO "Founders" can ride a horse at level 25, the "Bree Horse", which is slower than the regular horse. This horse is free in that the token used is put in inventory automatically of every character a Founder rolls. I mention this in case you see a level 25-34 riding a free-range horse and wonder how they managed to get one.

    There are also horses that can be won during the various spring/summer/fall/winter festivals. You get a token to exchange the different look horse (different markings and saddle blanket) for your current horse. They are not free.

    I believe there was a horse rewarded for completing all of  Volume 1 (Shadows of Angmar), ie:  books 1-15.

    On top of this are the numerous horses "on rails" that ride between stables throughout Eriador (like the horses in DAoC).
