You're going to have to describe what you find fun in an MMO. Such as what type of pvp, solo/group oriented, crafting, graphic style, instanced/open world, and anything else you think is important.
Well most people will tell you that you have to pay for a solid mmo...and they would be right. That being said the closest ive found to fun out of the free games is Ryzom and Guild Wars. Other than that Id free trial some of the better games out there (wow, eq2, vanguard, ffxi) and you might just get hoooked one one of them and find that it may be worth paying that 15 a month somehow : )
Runes of Magic - Very similar to WoW, but it's still in open beta, it's F2P, and no where near as much content.
Lord of the Rings Online - Said to be somewhat similar to WoW, P2P, and has a good bit of content. Your best bet if you play a lot and want a game that will last you awhile.
Runes of Magic is exactly like WoW except that Humans are the only playable race, and less content lol, but almost exact in my opinion. Personally I like it, now I feel like im a part of that demographic that is devolving MMOs but I like it, can't help it lol.

I agree, as far as a F2P fantasy MMO is concerned they did a very good job.
