Just imagine for a moment you are a software company which was lucky enough to get hold of a annually renewable project development grant from the EU which is administered by your government.
The Only problem is, the very moment your project is finished the grant stops. What would you do? Finish the project and take the risk that you stand there empty handed or would you try to milk it for all it's worth?
All it would take is to convince your government that you are nearly there which should be not to difficult if your government is well known for it's financial shenanigans (they lied about their deficit to become members of the euro zone) and it's relaxed attitude towards money from Brussels.
At least this explanation seems to me more plausible in regards of Aventurin's behaviour than any other I have heard so far.
