Nope, there was a sign up long time ago.  If you didn't apply then you'll have to wait until open or retail.  They just recently started getting some people into closed beta from Legends/LOE and a few selected that signed up.  Probably best to keep an eye out on their main forums for future updates.

Altho i think that might be just a scam, then again Like WoW people are willing to pay in excess of 300+ dollars to get into beta this early.
