I see where you are going with this. I would respectfully argue that there are no safe zones, just because you may be killed from a guard, doesn't mean you can't kill someone. You can attack or kill anyone anywhere, you just may not live to get away.
People think the same thing in Eve. Loads of people ask "where will I be completely safe from the PK'ers" and the answer is, "nowhere, really". Sure, your attacker will be killed by Concord very swiftly, but not before YOU are very likely blown apart first.

These are safe zones. Even if there's a "possibility" to kill someone (theyd have to be afk or a newb) and somehow get away (which wont happen) it's such a small possibility, that these WILL be considered safe zones.
Safe zone doesnt mean "Invulnerable zone you can go afk for in a shady corner and be safe"
