The initial startup fee for a level 1 Legion is around 16,000Q (I forget exact amount). Once you have established your level 1 Legion you have to meet minimum requirements for the next level as well as pay a fee to upgrade.
Level 2: Need 10 members + 120K fee
Level 3: Need 20 members + 20,000 Legion Points + 1.2M fee
Overall it is a pretty straightforward system. We haven't upgraded our Legion past level 2 yet simply because we're not super serious about playing the Korean Retail and we don't have but a handful playing right now anyway.
