I lost my CDs - If I sub can i download?

Like the title says I lost my cds. If I resub to the game will they give me an option to download the client?

At least for the european client, you can just download it from the official homepage.
I assume that you have already been subbed to the game before, since you wrote "resub". This is crucial, as you will still need the codes that come with the cds to register an account if you do not already have one.
I do not know how the US side is handled, but I would be surprised if they didnt offer this as well.
There are links somewhere for recruit-a-friend download, which is exactly the same as client on your lost CDs. FilePlanet and bunch of torrent sites have it. It is completely legal download.
