Will this computer be able to run Lotro on high settings with no lag?

High... or Ultra High (max) graphics? That PC should easily do High, though not sure if you can max it out and retain a good FPS, but it will be close.
Skimping on the video card there.. if you were building it you could cut back to 4gb ram, go with a smaller hd, dump the modem, and put that money into the video card. And reuse your current copy of Windows But I didn't see any desktops on there with a better video card without going way up in price unnecessarily.
That said the 9500 that's in there can probably handle Lotro just fine - just sayin if you could rearrange the priorities in that system you could get something that will run games much faster without losing anything.
Just for comparison, the video board in that config is the equivelent to an 8600GT
I run the game at 1680x1050 around 60fps on an 8800GTS 512 (G92.. the newest of the GTS line) with everything completely maxed out on XP. The board in that config will struggle. Id upgrade the board and bump down the ram like the previous poster suggested. Go with 3 or 4 gigs of ram

Well would anyone mind giving me a suggestion for a new computer with about 3-4 gigs of ram and a good video card. My spending limit $1000 (I know its not). If it is from a store and not online that would be best for me but either or works fine. Thanks again.
If it's just LOTRO, you won't need to spend anywhere near $1000. You'll be good to go with just a dual core and a 9800GT graphics card. You should look into building your own PC, those OEM manufacturers like to use cheap motherboards and weird cases lol.
