Can you make your guy skinnier or fatter? Or can you not change his weight and only his height.

the pre-release character creation didn't allow for fatness/skinnyness - but i'm hoping this will get added into the game for release

the one thing i really liked that they do in city of heroes is the athletic to muscular slider --- in essence it makes you skinny and fat, but you keep the nice shape and definition

You're not the only one. People creating female characters, in particular, have been complaining that the models are pear-shaped and ridiculously endowed.

There was an interview with Faarwolf where she mentioned that they didn't want to have "fat gnomes" or "skinny ogres", rather, they wanted members of each race to look basically the same. Seems to me it would be fair to have body-customization, but maybe impose some reasonable limits, i.e., "If you're an ogre male, you've got to be bigger and more muscular than humans - that's just the way ogres are - but you can be between *here* and *here*. And if you're a wood elf female, you've got to be thinner than humans, but you can be between *here* and *here*."

I guess, from a code/artwork perspective, I'd be afraid of hy00ge (muscles|bellies|breasts) clipping and peeking through clothing or armor. Not only would it look amateurish, but it could be quite an embarrassment. Anyone ever see dancers in SWG wearing exotic leotards? You knew exactly who'd rammed their "torso" slider all the way up. Early on, when people first started wearing them, if a character's breasts were too big, certain key sections of the costume would disappear. Just what you want little Timmy to see in his nice rated-T-for-teen video game...
