i heard that with book 7 they added some kind of quest helper/tracker
is this true?

Yes it is true; it is in a beta stage for testing while in live and there is an option to turn it off.

Yes.
The default is "off" so that no one's gameplay need be affected unless they wish it to be.
I use it sparingly, it being a little nudge towards the right place if I cannot seem to find what I need.
