Ok, so my mate needs a new graphic card since his is onboard and has no idea where to start or what one to get...
He has a Dell Dimension E520 computer and the power supply is 305W. What graphic card can he get that are below $80 and runs decent games with high fps?

What games is he looking to play? He won't be able to run any good cards with such a weak power supply. Something like this 9400GT would be his only option: www.newegg.com/Product/Product.aspx
The only modern mmo that would be able to run well on that card would probably be WoW. The next most inexpensive step up would be to get a better power supply and a 9600GT. That card would actually be able to run most games fairly well.

8600GT can run decent, although I'm not sure if he'd need a new power supply.
He needs a new PSU. A 305w PSU on a Pentium motherboard will not have enough juice to run even small video cards. I have found a combo thats $76.58 but about $91 with shipping and tax to California. Might be less where you live. However, I am not too sure about the PSU. None of the review on it were bad out of the 80 or so reviews but a cheap PSU is always a concern. I included an HD4350 incase your friend cannot pay for shipping and tax. It will put the price below $80. The HD4350 is capable of playing 3D games and HD playback. However, it will have trouble on modern games.

Radeon 4670 is best choose for vga if youll not change PSU but if your friend could wait abit new cards coming next month (radeon 4750 and 4770 ) 4770 will sell for 99$ ,4750 will be around 80-90 i guess
