The Chronicles of Spellborn is sometimes compared to a first person shooter, even if it's not a first person game. You have to click to attack for every single attack and aim your attack, as if you just click at random, you'll miss.
Apparently Mortal Online is going to be strictly first person. It's not out yet, though, and I don't know much about it.
I think Planetside is also a first person shooter. That came out several years ago, but I don't know much about it, either.
If what you mean is an emphasis on player skills rather than level and gear, in Guild Wars, most content assumes that you're at the level cap with essentially perfect gear, so there's nothing else but player skills to determine the difference between winning and losing. That's not at all a first person shooter, though.
But for the greatest dependence on player skills, try Puzzle Pirates. Levels basically don't do anything (and in particular, don't make you stronger at all) and gear is purely cosmetic and has no stats. Well, I guess different swords are slightly different, but I'd bet that not one player in ten could give a good explanation of why one sword might be better than another in particular circumstances. Of course, that's not a first person shooter at all.
Not sure there is much out there ATM except Planetside and Jumpgate Classic. I cannot comment on Planet sidess current state or its population either. Been about 2-3 years since I touched it. Jumpgate Classic is populated and probably more on now as anyone with an account has been promised early access or beta access for the open beta portion (at least) of Jumpgate Evolution (its slated successfor)
There are some games on the horizon that may appeal to you. As was stated above, Mortal Online is one. Jumpgate Evolution is another however, it will take place in space and is not a FPS. Closer to a Space Sim.
Even with these options (and prolly more I am unaware of ) there will be some advantages to having gear. There has to be for a game to have mass appeal and as a simple carrot for players. Otherwise, there are some free to play games out there such as Alliegence which start out in arena style play where everyone is equal.

well i mean an rpg where u click to swing sword or have to aim if youre an archer.
The Chronicles of Spellborn might be the best fit for that. Every single attack is a separate click, and it attacks in the direction where you click. If you were trying to shoot one mob and there's a different mob where you click, you just shot the wrong mob and pulled it.
