The Star System?

I'm just wondering how the star system works(and titles),or where to find the info.  Tried searching but I give up because nothing I EVER search for returns results, even single words.

This is the reason, why is that I see people with posts that are completely trolling and they have a history of it, while still having 5 stars?  How about a way to give peer review so you can actually have an idea on standing? Am I missing where to do this? Is it based on how many words typed or what?

Like if someone posts a one line response to try and trigger response, I want to know if this guy is mostly a troll/flamer, or has actually made valid points in the past so I can know whether to respond.
