This was added recently...as a counter to people in your group killing you...if it was accidental, you can forgive them...if it was intentional, you decline, and they go red.

After thinking more about it, I agree that sparring can be a legitimate way to increase your skills. Its certainly more legitimate than standing there shooting fireballs into the sky or at your own feet, for example. That being said, I think the mechanic could be handled better. Have players enter a sparring mode, for example, where:
Damage is severely curtailed and you definnitely can't kill your opponent. This removes the artificial mechanic of forgiving your opponent. After all, in a real sparring match, you wouldn't lop your opponents arm off, much less kill him.
Skill level gain is capped - sparring is fine and can definitely give you a leg up, but there comes a time when when you've practiced all you can and need to go out into the world like a big boy.
Max skill gains can only be accomplished through actual hits on opponents. You can flail your sword about in practice all day long, but that doesn't make you a blade master. Being able to use your sword effectively is how you demonstrate skill.
As far as the forgive mechanic, I think it's silly and merely a bandaid for the current rogue system, which probably needs to be redone. At minimum, you shouldn't go rogue for friendly fire unless you repeatedly (which carries a higher likelihood of deliberate action) strike a friendly player. This mechanic might allow a group member to forgive you for killing him (I'm thinking a situation where you're low on HP and a team member inadvertently kills you with a clumsy sword swipe or mana missle), but it doesn't stop other team members or non-team members from seeing that player go gray or even red and killing them real good.
