Non Level or Gear Based

I'm pretty sure that I'm asking for a lot. I'm looking for a game that has no leveling in it. Heck, I'd be happy with a game that has low leveling requirements.(i.e. Guild Wars, where level 20 is cap) I've played Guild Wars for 2.5 years..please don't give me that game as an option. Secondly, I'm looking for a game that is also non gear based ( again, not Guild Wars).

 

Is Guild Wars the only game that meets both reqs?

    Darkfall is out. Mortal online is coming out, and eve online is all i can think of.

    Darkfall Online has levels, they just hide them.   The "skill levels" you get to allow you to unlock the ability to use more skills, and to keep your weapons intact for greater than 10 minutes.

    Also playing Darkfall is like having a full time job.  I just cancelled my sub.  Check something else out.
