I think Blizzard spelled it out pretty clearly on the Naming Policy guidelines.
Really it isnt that hard to come up with a creative name that fits the guidelines. And if you're having trouble there are tons of fantasy name generators available if you do a search.
I love strict naming policies. Nothing ruins my fun and immersion faster than seeing someone running around with a name spelled out in 1337, d00d, or tard speak.
Mad, the true bottleneck with the naming policy really comes down to the general public. Most likely, GM's will not see every single player and look at their names and make sure that by the book, it is ok. There will be people that run around the game, and if they see a name that they do not feel is right, and they are in the mood to makes someones day go down the drain, they will more than likely petition a gm and report it. I am not saying that this is cool, but for names that are well known, or simply l33t speak, it's their own fault for not following the policy to begin with.
Your question is if you can use anime names that are not widely known, rare or what have you. You can always take the chance and see how long it goes without being changed. But, please keep in mind that you are not the only anime fan, there are TONS all around including myself. And, if you happen to choose a name that someone else knows, and as I said feel like being an @ss that day... well I hope you have another name for a backup.
Also, a little advice, and I am sure you have already thought this yourself. Don't let other people that you meet ingame know where your name originated from. If one day you and that person become enemies, or they tell a friend, and another friend etc... Than you will just be digging your own name grave.
ADDED: I would also like to note that I do agree with this naming policy and I am very happy that they have made it as strict as they have.
My sig name is for retail if I can get it past the name thing... Anoyendie is for betas only... so Anoyendie will go live again though a Tauren this time probably.

Well I'll stop here, but some of us Im saying SOME OF US do like have an exsisting names...
Inuyasha is very popular, but anyways... everyone has a different taste of creating names and playing games...
I just want to name my character the way I used to play with... respecting our taste of joy.
