Skill "Level" Mechanic

 In playing the beta, I noticed that in addion to the skill "ranks" that you can train using skill books, there is also a skill "level" that goes up by one every time the character earns a level (no training required). How does this game mechanic actually work in terms of increased stats to the skill? Does it scale linearly between the current "rank" and next "rank" of the skill? Or is there a possibility that for example Heal I lvl 5 could be more powerful that Heal II lvl 1? If you know what I mean?

    while i'm not positive, i do know the skills cap out at lvl 9. like heal rank 1 lvl 9, like i do know that on a spiritmaster the pet lvls the same way but it caps before you get the next version of the pet. like you fire elemental rank 1 will stop lvling with you at 19 but you don't get your next fire elemental rank 2 till 22 i believe. so when you're lvl 22 your fire elemental rank 1 will only be lvl 19 and your fire elemental rank 2 will be lvl 22. but usually the next rank is alot better than your rank 1 lvl 9.

    thats just the one that stood out the most to me, they may all be like that, where its more than 9 lvls before you get the next rank.

    I can give an example from Heal.

     

    heal I rank 9 is only slightly less than heal II rank 1, so heal II will always be stronger, however Heal II costs more mana to cast.

     

    Its a nice way to keep skills from getting gimped between levels of them, so you aren't at a disadvantage 1-2 levels before you get a new version of your main skill.

    ok i just checked my Templar and all the skills are 9 or more lvls between ranks

    It seems to scale relatively evenly. I didn't see any reason or need ot start gaming the skill system as I leveled.
