there is the stigma system that allows ya to use different skills, which ofcourse contains usefull and not so usefull skills. see the ultimate faq for more ifno tho on it as i well am less as well versed in how it exactly works (cb3 didnt give any endgame insights into it)
I think I will go with the more obvious answer and say because it wasn't programmed with it. The combo system isn't to bad, but it still has the downfall of everyone using the same skills. There is no diversity anymore
Aions customization comes from stigmas which, like the above poster said, can be read up on in the ultimate faq. I like customization but I don't like skill trees, and I am undecided on the stigma system. One thing I do like about the stigma system is that they keep releasing new stigmas. In 1.5 they added 95 stigmas. Skill trees are usually pretty static and there is usually only 1-3 builds total. I did like a couple of the trees in WoW though.
You cant currently edit the combo system tho can you, I think if they made a customized combo system it would knock a talent tree system out of the water ! altho i would love both. I didnt have experiance with stigma's over the weekend. I was a bit disapointed with no talent system.

However, Stigma system can be expanded quite easily and apparently will be as well.
Manastones really aren't that great for customization due to the fact that every class has ones that are more suitable than others. Some variety when you choose for PvP or PvE.

In a game that centers itself around PvP it would be ALOT easier to bypass the talent systems and just give players a set number of skills to choose from. Thus keeping your class pretty much the same "balance" as it was before, but having the ability to expand on it. That way you don't have to worry about your FOTM class every time a patch hits.
I dont think its that big of an issue but hopefully it will go the way lineage 2 class system worked (granted i dont know alot about how it worked btw) , and they add new classes to choose at higher levels thats one things i liked about l2.

Best example is Guild Wars with hundred of skills and yet people only use few tested builds posted at Guild wikki. Blame the players for not using their imagination and not the game if is trying to implement a different skill system/

Not a fanboi at all, was just stating it should be easier to manage... a fact that you yourself agree with. My Exaggeration as you put it i am guessing refered to the FOTM comment, which i wasn't too far off was happening in games like EQ2 when new AA's come out, or WoW when a spec gets changed. Will there be an OP class from time to time i'm sure there will it has been happening since the original Everquest... However the more "simple" a game is USUALLY the easier it is to manage.

Another customization seems the combo system. There are like options, so you can design how the combos will evolve to fit your gamestyle.
Combosystem is much better than skilltree. And for some more skills there is manastones which you can adjust some of your skills with.

They are consistently expanding the Stigma system, that would be a mix of Glyphs and Talents, because they unlock new skills or improve existing.
Anyway these customization systems usually fail, you will see a predominant build at every patch.
