I think on the face of it you are. There are games that I find lacking that others feel are very fulfilling. It's a statement of taste. Game companies build for their subscribers if they want to be successful sometimes the general and vocal public of the forums here and elsewhere do not realize how the decisions are made. But no game companied looks at a course of action and says " Ahhh heres the way to upset the most of our player base". They are driven by greed to provide the best gaming experience for the most diverse group of games. Because of this we see a large mostly unvaried vanilla colored nub tuned easy in easy out group games on the market.
Niche games like Niche markets are a very tough balancing act. Make it too Niche-y and you cant pay for the system. Make it to mainstream and you find yourself in competition with other games that have been doing it longer and likely better then you can with the resources your group has. Unless you have a VERY ORIGINAL game play mechanic its just going to get harder to eek out a decent living.
So the best thing we can do as consumers is when we find a game we don't like we just don't support it. Bashing the game itself will only make it that much harder for the next dev group with a bit of money to try their hand. The market will stagnate and die.

You are right in MOST situations. There are, however, a few game companies that have very clearly fallen down on the job: Aventurine being one obvious example.
EDIT: On the flip side, WAR and EVE are two decent games made worse by the actions of their players, both in-game and in forums like this one.
