So kill all the rats you want, no new level. Complete the solo / instanced level challenge to level.
There would only be about 5 levels. Each level would have a solo challenge / test you would have to pass and you can try these at any time. The top level would be very difficult and not everyone would be able to do it.
So those at the top are really at the top.
Once you got a char to max level, future chars could take the top level challenge right off the bat.
Basically there would be no exp. There would be loot and resources but no exp.
Make it a pvp game, have eventual perma death. So those at the top are really at the top. Perma death won't be a big deal if you can get a new char to max level in one hour.
This assumes there would be real skill involved and there would be many character skills to pick from making playing challenging. The levels would be there to help people learn to play. And a player tries to level when they feel they are ready, because of player skill not time played.

The game would have ancestral storage. So you can pass loot to your future chars. Because the game would be more about skill than loot. Getting the 500/3 record when you have a 5 life limit would be the real challenge, not same lame loot collecting game like WoW.
Minus the permadeath, you've described Puzzle Pirates.

What if I wanted the top level to be group based instead? LOL, just meesing in light of all the group vs solo threads that have broken out recently. (Please don't).
I think its a pretty decent idea OP, and perhaps there could be two different tiers, one solo based, and one group based. Both would result in unique honors and abilities, but could be kept quite separate so no one would feel obligated to participate in one or the other if they didn't chose to.

wouldn't you be throwing character reputation and community out the window?
With perma death? I would have some sort of ancestral system. So you could look up people by and have records for souls, not just characters.
Its a cool concept i just think the perma death is only significant with characters that cant be recreated or contacted again, like if one of your pals got banned
Oh good lord. May too much solo/group talk lately. This level system can be use with any kind of game, group or solo.
But the challenges are solo. Its a test. No cheating on tests.
I wouldn't want to see a situation where some players were so good they could help others test out for money. This has to be a solo challenge. Because these levels are "player skill levels" not character levels. After that you can group all you want.
You don't need to perma death for this system, I just added that because this is about player skill. And having an eventual perma death is another great way of showing off player skill (For those that that a long time).
Setting practical matters aside, such a game would be doomed. Players would read about "5 levels" on the back of the box yell "Are you f'ing kidding me?!?" and put it back on the shelf.
