Has anyone heard which engine this game was created with, Unreal 3 maybe?
I have to wonder if some of the delays revolving around FF13 are due to the concurrent development of FFXIV using the same engine/assets/artists/etc where possible.

No way, my PC can run unreal at over 200 FPS, their engine is going to be more advanced than that.
From what Proximo521's link indicated it sounds more like they were "Initiativing" the unreal 3 engine (which is not uncommon) and changing it to fit their needs. Beefing it up so speak. So 200fps might not be what you'd expect to run at.
Off topic the Unreal 3 Engine is a very common base for most games to start on. I'd dare to say over the past 10 years probably 75% or more games started from the Unreal 3 engine.
Edit: when people say "Unreal 3 Engine" they mean the core graphics engine, a starting point from which to build, saving them time from having to write code for something that already exists.
IMHO, Unreal 3 is so overrated and overhyped, all games using it fails apart... and is far for good for mmos.
I dont disagree and the Unreal Engine 3, if you look at the list of games on wikipedia it shouts shooter based games galore. And the link posted already says they are not using it, which i am grateful
But to go as far to say all games fall apart that use it, you will be hard pressed to find ALL shooters that uses it that suck
