DX11 is technically already out with Windows 7 RC being free and available to anyone who asks Microsoft for a copy. What does this mean? Within the next several months we will be seeing the first generation of DX11-enabled cards.
For ATi users they will be the 5800 series, and for nVidia users they will be the 300 series. Why exactly should you care?
When DX11 is officially live (October 22nd for most of us) it should mean that these cards are already out or about to be released. In other words, if you're planning on buying a new card today, try to hold off for a couple of months and see if current-gen prices drop. They will definitely drop when the next-gen cards come out, it's a given, but they may drop in price over the comings months on top of that.
Also I would like to point out that (I don't have a source handy, iirc I read it on tomshardware.com) DX11 will have some amount of backwards compatibility with DX10 cards. What this means is that 4870 that's going for $150 this month will in a couple of months be going for probably around $100, and it will be compatible to a degree with DX11.
I just thought I'd post a few thoughts and random tidbits about DX11, since I did a search and there seems to be no DX11 threads.

I have both ATI and Nvidia cards at the high end. Want to make clear neither dribbling fanboy for either.
That said time to build a new machine this fall.
Do we slap the money down for ATI which will be first or will it get trumped 2 months down the road from Nvidia's offering and then again by ATI's dual chip version.

Wouldn't mind seeing some kind of program like EVGA's step up for ATI.
I think ATI is going to have a much better product for DX11 because of what it is. Most DX10.1 ATI cards have all the features of DX11 on them so they pretty much perfected the tech. Also the ATI cards run in a virtualized state better due to how its designed. Something DX11 will heavily utilize.
