WORST: Aion imo.... played on a couple servers (1 for elyos 1 for asmos) and was just amazed at how awful the community was on both. unhelpful, unfriendly, selfish, rude, etc etc etc... /shudder
Same on the best part, with FoM being up there too. FFXI was pretty good when I played, but anyone who didn't speak english would go out of their way to ignore you, even with the rudimentary translator in-game.
As for the worst; Aion during it's first months, I couldn't stand it. Notable nod to AoC in it's first months too, far too many douchebags on Tyranny at the time (but PvP servers have an excuse for that, Aion doesn't). I never played Darkfall, but I can assume it would be my choice had I any experience with it.

I'd say WoW but I don't recall that game even having a community. It was just a mishmash of scum fighting over garbage. No offense to anyone who plays that junk.
I played on aeria peak when I used to play wow and the community on that server was really good and I felt that I could slowly build a good connection with alot of players that turned into a nice and friendly elite guild And I also felt that the jerks that posted all strange things in the trade chat was few and that we, that were the core guilds, easily could put on ignore.
Wurm online, Fallen earth is also worth to mention.

I dont remember on what server, but when I tried the game in late 2009 there was few chances for a newbie to interact with other players. I tried to chat with other players but there was no conneciton between us low level players at all.
Best Community: SWG - pre NGE - with LOTRO a close second.
Worst Community: Aion with WOW a close second.
I'd like the OP to do a spreadsheet and see how many of the WORST communities are heavy PvP games. Not to get flamed but I think there's a direct correlation between heavy PvP and obnoxious community. Like pumping testosterone and cocaine through the airvents.

Although PvP lite- i think for the general populace of gamers, they are also two of the most popular mmo's - reaching more people overall to expose them to the community.
Best community BY FAR has been SWG Pre-CU. Mature, intelligent, helpful, and a shared love of the same IP. It was all good. even the rivalries were cool.
Worst has to be WoW. Even though I play WoW, and there IS good people there, they're over shadowed by the sheer amounts of loud obnoxious children.
Playing the STO beta, I'd like to mention so far, at least in my experience, the community is pretty awesome. Once again, mature, intelligent, and helpful, with a passion for the IP. I might sub for the community alone.
Worst, Aion, Age of Conan.. Basically these games screwed up their communities. Their was no reason to play as a community, no reliance on other players. You basically soloed through everything. They lacked the content to make the game group/ community based. The games design didn't bring the community together.
Best, Pirates of the Burning Sea, Vanguard, EQ2, Warhammer Online.. These games facilitated group play, and thus actually built up the community. Their was content to be explored all through the game as a group (PotBS probably being the least of these games, but their content was PvP, not PvE IMHO).
Overall, a games design goes a long way's to facilitate the community, and develop a community. The games above listed as worst were the worst not because of the players, but because of the games design. Which is ultimately what it comes down to. A MMO that is basically solo, solo, solo till eventually you get to group is pretty poor. These thrown together, unfinished, no content games we have been seeing the last few years don't go very far in terms of creating a community.

best for me: eq 1 back in the day. shadowbane community was also surprisingly good for full pvp.
