I actually asked Zinc about the differences between custom races and IP races in my interview with him at PAX. It sounds like the IP races will actually be more protecting the IP than 'true' or 'untrue' races. Basically it's just to prevent people from making a blue skinned heavily deformed vulcan....
Functionally, you'll have similar skill/ability type options for both the custom and member races.
here's the interview, you don't need to watch it though, i just told you pretty much everything said. Lol, i'm really not trying to plug myself. I really don't know what plugging my interview would do though, it's not like I'm going to quit my day job to do interviews (haha, you'll see why if you watch the video, i don't exactly poses an interviewing gift). Yeah, I fully expected to see the Romulans in an expansion a long time ago... when I first found out that Cryptic was taking over from Perpetuals.. eff up... When the new Trek film was being hyped and it was released that in that story line Romulus and Remus were destroyed... I knew that this would be a great clincher-idea for an expansion... The Empire is in upheaval.. numerous factions are vying for power... An expansion would be a great way for the players to be in on the rebuilding of the new empire..
At least, thats how I see it.. and hopeihopeihope the Devs at Cryptic do too...
One of the romulan colony worlds which survived the Hobus super nova has actually applied to join the Federation as a Protectorate (Which means they're not full fledged members, but the Federation has their back if they play nice.). So strictly speaking Customizing a Romulan to play as for Starfleet won't be that much of a stretch.
As for the Romulans being a playable faction in an expansion i really do wish that this is the Case and that they Prioriize this over any other Faction. Give us the big three!
Wow that would be awsome I am a huge starfleet fan, but funny thing is , when roms are avalible to play in any game I always end up playing them go fig ... that would make life so much more interesting, I would have the best of both worlds and so much more to do ! I would love to be able to play the roms as well

I think I'll make a TOS Klingon cause they were way more badass, and every explanation Star Trek tried to make for why they look different is dumb as hell. So that's a bit of spite on my part, but Orions sound fun. Oh wait, I forgot that's IF I play it at all because quite frankly phasers are a futuristic weapons because they are 1 shot one kill/stun, and it seems like were going to be pumping each other full of phasers to bring each other down, but you know if they have the double-fisted overhead punch I may consider playing.

Im going to make a Fedaration Vulcan Klingon male, i like the idea of custom races and i hope in the future the implement all the missing races, star trek has such a deep universe its a crime to miss importan races

The two factions that Jack Emmert said we could expect to see included post-launch (this was last year) were the Dominion and Romulans. A lot of people are now saying Cardassians and Romulans. I don't know how Cardassians got started. I don't know if fans are just voicing their desire in that case or if since 2008 some mention of Cardassians has been mentioned.
According to Gozer on the STO official forums, the Cardassians in STO will be hostile to both the Federation and the Klingons. If they get added, I figure they'll be included in a joint Romulan/Cardassian alliance. I just can't see them teaming up with the Dominion again. If for no other reason than that the Changelings were suspicious of them the first time around and seem able to hold a grudge for a very long time.
