What level should I be before starting Mines of Moria expansion content?

48-50. If you're grouped a lot, you'll be fine at 48. Otherwise some of the quests can be a bit challenging to solo.
My guardian went in at 50 and didn't have too much trouble. I brought my captain in at 48, but ran out of soloable quests pretty quickly. I had to go do some more stuff in Angmar before heading back to Moria.

If you solo a lot, I would wait until level 50. In my experience, if you come into Moria much before then you will eventually run into a wall of quests you cannot complete solo. Clean out Eregion first. And, of course, do the quests to get your first LIs.
