500k players still?

SE announced there player count not to long ago, still at the unmovable 500k. The same number it has been the past few years. Considering they banned players for having too many bots made for farming without warning them first, made players sign up for some extra security for there cards confusing those returning players, not updating the Playonline site with information in over a month (no game related updates anyways), threw away good updates in place of mini expansions that really only added one decent thing (augmented items), and said they are unsure of FFXI's future, I thought it'd drop by at least 1k >.>

Tldr: SE's way of counting players has to be messed up.
