Just keep your dodge maxed and you will be fine. I never had to go into a PvP zone till Sector 3 for materials. So if you worry about being sniped, avoid them.
Also, you can do /who which shows you everyone within like 2 km of you, if you see someone close, just be on your guard.

Players show up on the radar as small triangles so you can even see which direction they are looking in. You can only see who is near by. You cannot see where everyone is on the map screen. The map screen is also not scrollable. FYI: I played in beta so some things may have changed since.

You can also repeatedly do /who to watch whether they are nearing you or moving away from you. It doesn't tell you which direction they are from you though.

There is a stealth system in place. It uses perception as the basis to see things and athletics to stay hidden, so if your athletics is high, they won't be able to see if as long as you crouch and sneak around, but the moment you start running, they'll see you.

No, that isn't the case. The problem is a radar which picks up every person as if they have been implanted with some tracking device.
I say its fair, you cant run up on someone without them knowing and killing them easy. instead you have to sneak up on them slowly and might miss them.
Did quite a bit of PvP today and feel the system is really well balanced.
If you put points into athletics and sneak around you are harder to detect. If someone is crouching or prone they are very hard to detect. People can sneak up pretty close to you - and the radar is not very helpful in most cases. You generally only see people on radar when they are not trying to be sneaky. Several times today, even after being as cautious as possible - bam someone would start shooting at me from who knows where. Once i snuck right up on someone and shot at them. I missed and they ran away but it was all very exciting and tense. Much better in my opinion than WoW or WAR. Required way more thought and strategy on my part.
If someone with melee (who knows how to use it) gets close you are in trouble. Pistols are a good in between. Rifles are really good at long range but suck close in.
Grenades have some uses but you definitely don't toss them around like you would in COD or such - they are tactical and in most cases your gun or blade will be more useful. On the other hand buildings are good cover and you could sneak up behind someone hiding in one or behind a wall and a grenade would be very handy. They are still tweaking grenades though and right now they are not as effective in my opinion as they should be.
The atmosphere of PvP is perfect for the world - you're out in the zone to find something you want or to do a quest and you never know if someone is sneaking up on you - you have to sneak around yourself. If you leave your horse or vehicle in plain site they know you're close. If you kill an npc - well now they'll see it laying there and know you're out here. If you fire your rifle - well now they know you're out here for sure. You really have to use cover and brains. The stuff you get in PvP zones is good though so you have a real reason to get out there early on - and later you want the faction and the good loot.

Sector 2, the conflict towns can have some mass to them and you are going to be going through for quests or to get from A to B.

such as hiding behind walls slowly checking the corner for any mobs. throwing granades into a door way just in case and taking cover in a fire fight.
