phenom 9500quad, AMD 2.25ghz processor, 4gb of ddr3 kingston gaming ram, on board 7.1 sound card, windows xp sp3 32bit, 9800GTX+ 512ram, 20" LCD flat panel, wide screen 1600x900 is the recommended res.
Basic specs on my machine, I bought the 9800GTX+ card about 10 months ago to replace my 8600GT 256mb, but I feel like it wasn't much up an upgrade my PC still can't handle some games on max settings at times I'm stuck with med / high graphics on the newer high detailed games no way I could handle Dx10 if it was an option on the games I play... Any suggestions on a nice gaming card that doesn't cost a arm & a leg? I'm also updating to windows 7 64bit in a month.
Looking for the best bang for my buck!

that's cos unfortunately phenom 1's are terrible, upgrade to phenom 2 and you'll see your performance double at the least

With that cpu I wouldn't get any better gfx card, you can't really get anything out of it. Upgrading to phenom II would help a lot if your motherboard supports it.
Its your processor. Right now AMD Phenom IIs range from $50~$300.
I see you left out one important factor. How big is your power supply?
All this, plus you're gimping yourself running a 32-bit operating system. Something else to think about.
