It definitely is free. I had one set up for my SG in City Of Heroes when I played it. And I totally agree about tolerating the quality.
I've been on a few Ventrilo servers with friends, and the quality doesn't seem too much different to me. Definitely not enough difference to make me pay for it. One friend lives on Vent, and he says TS has improved a LOT since he used it last.
I'm not sure about Vent, but TS is super easy to set up as a server.

Not only is it easy to set up but you dont need a massive machine to run it either, I got a dual P2 400 with 768MB of SDRAM and the machine has been on non stop for over two weeks before I need to restart it, and most of the time it really doesn't need to be.
