Someone had suggested that I use my On-Board Scanner to try and find encounters to kill mobs in. My question is how I manage this? Most of the guides talk about using probes, and I would prefer not to train up for probing. Do I fly planet to planet using System Scan and analyzing? Or only once, from the middle of the system? (star) Or do I need to use the Directional Scanner to find them? Or am I just completely off base?

You use the onboard scanner as you do with probes but no probes or skills are required. The scans take 30 seconds and can be done at any planet, and the results are good for only that planet. You have to select on board scanner in the options window 3/4 the way down on the scanner. The finds or only worth it in WH's and 0.0 IMO.

Yes, but that's really a chore. What you could do is train the starting levels for using scan probes and launchers but don't go any deeper than that, this will make things easier in the fact that you can scan a whole system in one go.

I have gone through seven systems, planet by planet, and never found anything. I think I am just going to stick to doing missions, lol.
Make a search for scanning guides in google. You will find many resources that will lead you step-by-step to do a successful scanning. You should find some videos as well (youtube is another place to look at ...). Scanning after the resend changes is so easy that I do not see a reason you should stick to only one gameplay (missions). Though the good rewards, as always in EVE, come when you have spend some time specializing to that profession (exploration sites, WHs etc.).
Rallycart, try to check the statistics section on the star map and look for a high sec system with a lower amount of players in it.
Those may have been cleared out. Goto system from .8 to .6 and scan those. Just be prepared to warp out if the rats hit too hard.
The on board scanning is good for new players, You usually find combat sites that arent really challenging (require a better ship) and you wont have to swap out between a scanning and combat ship like you would if your probing.
Once you can fly in something like a cruiser I suggest also grabbing a Frigate with scanner probe bonuses (check ship info) and use that to scann and bookmark then come back with the cruiser.
With low skills fit your pve ships for range easier to kite those newb Npcs than engage in close combat and have your inferior tank skills fair against 3-4 Npcs.
Edit: Do a little bit of everything, Grab a few missions, rat, scan a little bit. Missions give you more isk but mixxing it up a bit is fun also.

open the scanner window, select the middle tab and in the top half of the window select cosmic anomolies, in the bottom half select the onboard scanner. click analyze and wait 30 seconds, any results will be displayed in the results window.
you are more likely to find anomolies in nullsec, then in lowsec and least likely to find them in highsec. the range of the onboard scanner is 4au, and anomolies can spawn anywhere within 4 au of a planet. if you have a cluster of planets about 1au accross (check the system map) then one scan is about 90% to find anything in that cluster. that should speed you up a bit.
