I cant seem to find any info but a buddy of mine told me theres a level cap of some sort, unless you pay to unlock higher levels. Anyone with info, I would greatly appreciate it.

There is max. level cap - currently 55 (was 50 for long time), in future may be raised more (Radiannt Arcana - "original" asian version of game has cap lvl 70 or 75). You don't need to pay to unlock levels.
