Alright guys, I'm looking for a new game for me and my friend to play.
This game needs to have a couple key features, prioritized from the top of the list to the bottom, feel free to throw any suggestions out for us to try, especially games that aren't already listed on MMORPG.com's game list.
Games already played: Mabinogi, Second Life, World of Warcraft, Shadowbane, Flyff, Dream of Mirror, Maplestory, Wonderking, ROSE, Astonia III, Street Gears beta, Runescape Classic, Chronicles of Spellbourne, City of Heroes (trial), Dofus, Ragnarok, Ragnarok 2 (beta), Perfect World, Allods (beta), Seal, Wizard 101 (trial), and Latale (beta.)

Really can't think of any, closest thing would be anarchy online.
Ya, Anarchy Online is like a typical mmorpg and also has allot of clothing for what seems like any occasion. It has allot of social gathering places like pubs geared towards RP when your done grinding. It is also a little different with a points system you can assign to any skills each level. You have three tabs for gear that you wear. And AO seems to have all 7 points that you state in your post.
I haven't played AO since 2004 or so, so its possible they've made a multitude of changes since then. I think it originally came out it 2001. I remember that there are DJs in the game that take "/tell" song requests and have prizes. I wonder if they are still there. If you haven't played it before, then I highly recommend it. It is an older game, so unless they've updated the graphics, then they are a bit dated.

Give LOTRO a look. Has most of the items on you list, especially the overarching plotline quests. Cosmetic items make it so that everyone can at least look different, even if they're all wearing the same armor.

Especially 2. 6. and 7. are the game's strengths, but 3., 5., and 1 should be available as well, although some other games probably will do this better.
Guild Wars might be worth a look, and you can play it with your friend in your own instancenced worlds.
1.Clothing customization, being able to choose from a large variety of clothing and wear it at any time. (Not being bound to wearing just one set of clothing for bonuses only it offers.)
Well you can change the color of your clothes when you want and you can have variety.
2.Graphics and gameplay that have at least a somewhat polished feel to them, and aren't an eyesore.

3.Free trial, or preferably just free all together with an ingame cash shop.
Free trial and no subscription fee, just $20 for the prophecies campaign or you can get all the major campaign expansions for 50 or 60 bucks.
4.Playable on 3.0 ghz processor / 256 mb graphics / 2 gb ram.
Defenetly this is not a graphic intensive game and performs well consistently.
5.(Optional) A variety of classes/stats/builds to choose from to further customize your character.
You can customize you skills, have secondary professions, change your skill points, and switch if you feel like it once you reach level 20 (max)
6.(Optional) A good storyline with in-depth quests.

I agree, Guild Wars might be a possibility for you.
There isn't a whole lot of different skinned armor, but you can get any armor skin for your class in max armor value with any upgrade you want.
There are 150-250 skills per class, with the ability to multi class. You can only have 8 skills equpped at once, but, you can change any of your stat points/skills in a town. Really gives you the most customization per character than any other mmo I have played.
For its age, Guild Wars is one of, if not the, best in terms of graphics, and you should be able to run it fine on your computer.
The prices for the campaigns are actually down a lot. You can get the first 3 campaigns in a trilogy pack for $30-40. And the expansion pack, Eye of the North, is about 40-50. Guild Wars is also buy to play, so, you get free online use for life after buying the campaign.
Guild Wars has quite a few quests, and has a great storyline as you progress through the game. After beating the game, you unlock hard mode, which allows you to go through any of the earlier missions and areas and fight much harder enemies.
Max level in Guild Wars is only 20, and you hit that fairly fast, which makes it less of a grind for levels, and more of you enjoying the game.
Anarchy isn't unique by any mean. BTW, the live weekend bank at Omni Entertainment left just a few months after the game was launched.
DDO has no pet classes. You can summon hirelings to help you though.
You may also want to try Runescape again. It is very very different from the RS Classic you have played. It is very unique in may ways. Its quests and storyline are second to none. However, it doesn't have classes/races/builds. It combat system is also one of the less appealing among modern mmorpg.
