Your graphics card is either malfunctioning or overheating. In either case return/RMA it for a new one.

I am seriously NOT trusting this computer guy... Did he even tell you what kind of card he was installing? Sounds like a real scam to me. Video cards are very plug and play- its incredibly easy to install/replace them. Tell your father that. All you do is open the side of your case, look for the longest/biggest card there (that should be your AGP slot with your video card, unless you have a PCI video card then it would be in a slot thats slightly smaller and you should have several towards the bottom of your PC, always horizontal). Then just look for the little plastic latches or however your card is held onto the motherboard, and de-latch them... then grab the card and slowly pull it out.
((There is also usually one tiny screw you need to take out, its attacked to a little plate that helps hold the card in ((this is attached to the case, easy to see. Undo that and remove the plate before removing the card))))
Then take your other card and apply even pressure and push it into the same slot.... latch it onto the case, put the little plate back, put the screw back and presto.
Its really self-explanitory and it sounds more complicated than it is. When your PC boots up it will usually be on very low resolution because you havnt installed the correct drivers yet- install those and then adjust the resolution to where you want it and your done.
And also you didnt give us the right info. Give us the video card info? When you run dxdiag go to the tab that says "Display" and tell us what it says there.
Am I reading that correctly or does your system have 256 MBs of RAM? Someone can correct me on this if I'm wrong. If this is true then you almost certainly need more RAM to run WoW. Probably no less than 512, but I recommend 1 GB if your system supports it.
Also, go to http://www.microsoft.com/directx and install the latest version of DirectX, version 9.0c . You currently have 9.0b installed. That's probably not a requirement but it certainly can't hurt.
Good luck..

Brambey is right...we would need the info under the "display" tab
also in that tab it should run a test on your card....so if there is a problem there maybe some notes on it there.

Because its a 9200, I'm going to guess overheating (The 9200 doesn't have a fan, only a heatsink).
Maybe check and make sure all your fans are running, sides and back are about an inch or 2 away from walls, etc? If this really is the problem you might just have to go to your local computer parts store and buy an extra fan for your case.
I am guessing you have a software issue, probably a driver. One thing I noticed is that you are using DirecX 9a. I would upgrade DirecX to 9c. Make sure you are using the latest driver for your videocard. ATI puts out new drivers all the time. At least once a month. Also make sure your fan is running on your videocard. You should be able to open your case and view the videocard to make sure it is working properly. 256 MB is the minimum requirement to play WoW and you shouldn't have a problem playing except you may get lag. Are you playing using a broadband connection? I wouldn't play any MMORPG using dial-up.
A Radeon 9200 should have no trouble playing WoW. And could be the problem. However a vast majority of PC problems are software related (like drivers). And that is where I would look first.
Same thing happened to me a while back.
Check the wattage on your POWER SUPPLY.
the newer graphics card require around 350watt power supply.
hope this helps

It sounds like it could be a bunch of things. Try making sure that it is in a well ventilated area. Make sure there are no cables around the heatsink. Get a can of compressed air and clean the dust off everything in your computer. Dust has a very good insulating factor. Try saving up some cans to get refund money and upgrade that card to something with a fan. Your dad doesnt play video games, you should really try and find something that requires a kick ass computer that he Loves. Try Doom, Sims 2, FarCry, Railroad Tycoon 3, something till he likes it. Dads are famous for spending money on stuff they like!
You need more RAM seriously!!!! Im suprised that thing even boots.
GL and have fun with WoW.

First off, the (Mar 2003) R9200 was not a DX9 gpu, it is not much beter (shader ver 1.4) than the nvidia Ti series (shader ver 1.3.) The 9200 is like a $60 gpu that does not perform much beter than the dreaded MX440 nvidia series (about 6GB/s bandwidth.) Modern gpu are over 30GB/s and shader ver 3 and +150 million transister. Your 9200 was about 36M transister.
You (if sticking with ati) would be much happier with a R9800pro (about $150,) for gaming assuming you have at least a 2GHz cpu. And a 40 to 60GB (4 to 8MB cache) hard drive, about $70, sata if your mobo supports that type hd.
Some motherboards (mobo) require registry tinkering and special drivers to enable X8 agp. Especially via chipset types.
If your previous gpu was a nvidia type and you replaced it with the ati R9200, make sure you purged the Detonator nvidia drivers before you install the catylist ati gpu drivers. Also the newest catalyst may cause problems with your DX8.1 gpu, you may have to use older catalyst drivers.
LoL U guys complain I got an apple computer with windows 95!!!

LoL u guys complain i got an apple computer with windows 95!!!!!
