I do not know if this will help at all, but I was looking up a bit of information about the release dates of Final Fantasy X in relation to XI's beta. This is what I learned:
Final Fantasy X came out in Japan on July 19, 2001
After that, Final Fantasy's XI beta began in Japan in August, 2001.
I know that Final Fantasy X was released just before Christmas (mid December) for the United States, and FFXI was released after Japan's FFXI game.
So logically, with FFXIV being released simultaneously around the world, one could only assume (based on the trend of FFXI in relation to FFXI) that beta will come around between now and April.
My sources are the Final Fantasy retrospective made by GameTrailers, and the wikia page for Final Fantasy.
It's just an educated guess, but I hope it helps. ^^

A lot of MMO's now have taken the approach that you have to pr-order the game to get an open beta key. I am not saying FFXIV will do this, but that begs the question, is it really OB if you have to pre-order to get in?

It is if you feel that open beta is to test the game and make sure it doesn't have any bugs. It's not if you consider open beta a chance at trying out to the game and deciding whether to buy it.
I believe it's more about testing bugs than testing if you like it or not.
