I'm under the impression that a party of up to 6 players can evenly distrubute EXP to eachother regardless of whether one or more members are offline. This is to achieve a common level between friends or family that don't care much about EXP, and simply want to have fun.
However...
Wouldn't it THEN be possible a player to pay an exp-ring group to invite them to that ring, while their offline or simply doing something else and do not wish to level? Or, more commonly, if a high level (and let's say a very wealthy player) decides to create a new character and transfer money to his new level 1 scout, and then paying a willing party a significant amount of money to EXP for them while they level their main. One day they decide to log on to their new scout that is all of a sudden level 17 with no effort.
This idea just sparked in my mind a moment ago, anyone see any faults with it?
The only situation I can think of is: The EXP-ring accepts the money, then removes the paying customer and runs off with his money. (Which by policy is completley okay)

GOOD!!!
I just read this at an (obviously outdated) EQ2 information site, I was terribly worried.
Power leveling is the devil, in any form.
