That's one way of looking at it. Another way is that PvP provides opponents who aren't pre-programmed morons with no learning ability or personality.
I played a lot of WoW, and enjoyed most of the PvE instances. My guild took a long time to finally beat Moroes in Kharazan the first time, but it was fun trying all those times (at least for me). Once we beat him, though, the fun was really over. As long as we had a decent group, we knew we could farm him. Farming isn't exciting. It's boring.
When you go up against live opponents, the variety and challenge remain. It's not boring.

You know I was a huge advocate of PvP in MMO's for a very long time, but honestly not one MMORPG has had really good meaningful PvP in a very long time. None are based on skill, but instead just time devoted. I have a lot more fun in CoD and other PvP games than a half baked arena battleground so it doesn't bother me at all. What's the difference? If an MMORPG does it right (and yes, it's hard to do that), then you have meaningful results from exciting combat. What MMORPG's are missing is massiveness, adventure, cooperation, and a world you can really feel like you can become a part of. This is what I want more than a shallow arcade game wrapped up in a neverending grind that is about half as fun as any of the other non MMORPG games it tries to be like.
An epic PvP campaign can do that. The problem is less with PvP than with the half-hearted approach some players handle PvP. They aren't willing to suffer negative effects from losing. They will complain about balance, reroll on another server, or simply quit on PvP entirely.
A lot of this is the fault of devs who try to make PvP acceptable to PvEers. It can't work, as they still dislike being killed and suffering negative results from losing, while the PvPers get bored from the lack of meaning.
Perhaps a game like Darkfall handles PvP right - by making it clear that PvP is the purpose of the game. I don't know, as I hate playing in first-person mode.
Warhammer billed itself as an RvR game, but that included PvE as well as PvP, and resulted in players needing to play the style they didn't like a lot of the time.
