No, it's probably not specific to MO, apparently that is what you wish for though.
There have been far many unfinished product releases in the last few years.
This statement can be related to any of the trash thats coming out including star trek. Or even the past trash that has been released.
MMOs make or break on first impressions. If the MMO that is being released first impressions are dismial its hard to dig your MMO out of the grave. Consumers are tired of paying games that are still only beta worthy. They can thank their previous MMO comrades for that.

in fact i'd say it is totally unrelated to MO, and may well have been referring to.. if in fact he was referring to any game, as i believe he was making a generalised statement anyway, to their own products. Its an ideal, though personally i think any game rushed out the door will inevitably suffer because of it, first impressions of a game are usually the most telling.

I do believe MO falls under his rhetoric, but he was most likely generalizing and actually telling people how it's done.
I am not a WoW fan, and only have 2 months of game time under my belt (I was busy playing EQ2 during it's launch). Tho I believe what he is saying is an honest, "Hey, If you can't do it right, don't"; and instead maybe prepare better, before taking on investors who are going to pressure release products out the door.
I also believe he may have been looking at the MMO industry as a whole, and compairing it to his own Diablo 3, and to whatever follow up to WoW they have in mind. Diablo 3........ when it's ready.... not when we are.

Anyway that's what any investor should understand when stepping into the MMO genre. It can be profitable grabbing a big IP or use the hype machinery to make the game expectations epic, but these few extra months/years can really multiply the profit, making a real golden chicken for the investors and an inestimable jewel for players and developers to enjoy taking their parts in shaping and working/playing it.
This might be a bit utopic but it is quite possible, see WoW, EVE and if any other game is in its way to possibly head there, my bet would be Darkfall (based on updates and how it started with a very restrict sales policy to compensate a reported lack of content and polish, and still hasn't provided trials to let their game boom). This is obviously just my interpretation and limited view.
What he said should be common sense but apparently, greedy corporate jerks thinks the average person is an idiot and will keep buying unfinished hyped up junk. WAR and AoC stick in my mind as two of the most unfinished MMO's I played, but then again I haven't played many at launch other than those two and WoW. Both AoC and WAR were clear cut lies about the product being finished.

Blizzard has more money than a third-world country. Of course they can afford to delay all they want until their product is nice and shiny. That's one of their strengths. Unfortunately, for one reason or another, sometimes companies are forced to release. Funding is probably the main reason, and I'm sure it'll be StarVault's reason if they do release too early. "Devastating"? Yeah, it is. Some people will decide to give SV a break, seeing as they have limited resources, but most won't. I know I won't. I'll keep in mind that the game was developed by an indy company that probably ran out of money when I judge it, but I won't have much sympathy.
I think Sams was just making a general statement; probably not referring specifically to MO. Also, it is possible that he's giving an incognito compliment to Bioware for releasing in 2011, not 2010, because Bioware has money, too.
I don't think Blizzard folks know, nor care about Mortal Online or StarVault.

This is funny coming from a company who needs 10 years to make Diablo 3 and Starcraft 2. When they actually finish something within a decent time frame then maybe people will listen. All of their good people have left over the past 5 years and now it takes them 2 times as long to finish anything.

Oh yes OP.. the CEO for Blizzard is talking totally about Mortal Online.
Because he is scared to death that MO will launch this month and all 12 million subs will come rushing to Mortal Online to play and WoW will go dead immediately.
He is trying to scare Star Vault into not launching so he can at least make a few million more in monthly fees before this "WoW crusher" called Mortal Online launches!

Keep in mind, it's easy to say that when you are the CEO for one of the richest gaming companies in the world. Now compare that with the financial decisions that are probably not nearly as fun to make or nearly as financially impacting as the decisions that Star Vault is needing to make with Mortal Online.
BIG difference. When you got as much power and money as Blizzard does, I'd tend to think you have a few more options then a small group of guys like Star Vault has.

Okay, yes I understand man...
But you would have to agree the the CEO for a company like Blizzard probably has just a few more options then a company like Star Vault who has like 20 guys who have never before even published any games at all.
So, it doesn't really matter what he thinks. Or what we think for that matter. Star Vault might simply be forced to make decisions that even they would rather not have to make simply to try and gather enough funding to give them more time to complete their current dream.

Blizzard went from 2D platformers, to 2D RTS, to 2D RPG, to 3D RTS, to 3D MMO during 20 years.
Even now their games have sub-par graphics, and even now they are cutting content from their games: (campaigns from Starcraft 2, flying mounts in Azeroth few years ago). So it's not like they have unlimited money.
Having workforce of Blizzard, and budget of Blizzard, other companies would push 10 games a year, and at least 1 new crappy MMO every year.
in other words, don't make a MMORPG if you can't afford a small country.
