You would need to travel at the speed of light for 4 hours just to get to Neptune so I find it entirely possible that 100,000 civilizations (if using the Drake Equation) could be spread out in our galaxy in such a way that we havent found them "yet".
And I agree with the notion it was wise of ccp to not include them thus far.

As far as I know the original number was something like 10 and with more knowledge we have now, the number is much lower.

They would have to be sharks...with freaking laser beams attached to their heads.
No no no, the sharks would open their mouths to reveal GATLING GUNS that shoot MINI-NUCLEAR BULLETS. That'd be the most freakin' epic thing ever. The Cosmo-Sharks could fight the Jellyfish in some distant space pocket just so there'd be some more variety in New Eden. It's perfectly logical.

Only in the movies is there are super advanced race of beings patiently waiting to reveal themselves and share forbidden knowledge. In really bad movies they show up on a beach and look like your father.

Consider the amount of time it took for the right conditions to develop on earth for the first life, then the amount of time it took that life to evolve into a technological race capable of global communication, space flight, and meaningful study of the cosmos. Surely we are not anywhere near the peak of technology, so imagine how much further we can go, far past the point where current science is laughably insufficient.
Now look at that timeline as a whole - modern society is just an infinitesimal sliver in the scale of things - and the same applies to the development of another race. There is an astronomically high chance that any other race existing in the universe would be too primitive to communicate or too advanced to even care.
