You can order it from the Hi-Rez studio game store here. http://shop.globalagendagame.com/Global-Agenda-Special-Limited-Edition-Box/M/B0030GYXYA.htm

you still have to use steam though to play the game it's Global Agendas launcher. here's a quote from the games knowledge base.

Is Steam required to run Global Agenda?   Yes. Steam and a Steam Account are required to run Global Agenda and will be installed with the game if you have purchased the game through a channel other than Steam. The game uses Valve's Steamworks platform for auto-updating, community features, and more. Steamworks is a complete suite of publishing and development tools -- ranging from product key authentication to social networking services -- offered free of charge to publishers and developers. If you purchase the game through an outlet other than Steam, you will be provided a product key that can be used to activate your game on Steam. At that point Steam will keep you up-to-date on the latest version of the game, and allow you to install the game on multiple PC's using your Steam account. Steam is the leading online platform for PC games and digital entertainment, with over 20 million PC users around the world. For more information, please visit www.steamgames.com

i doubt that's going to happen since Hi-Rez Studio made a deal with Valve/steam  and hosted Global Agenda's Beta and now the game.

I have over 100 games bought from steam and had none problems with any of them (except one, which is the developer company's fault). Sorry to hear that you have problems with steam but you may give it another shot.

I too have had fantastic experiences with Steam.  My only complaint is the late unlocking of some games on release day.  Other than that, I've purchased 30+ games and never had a single problem.
