Where can I mine "Rock Chips"?

in Allods Online

I got the intro mining quest at lvl 5, and I'm about to hit lvl 10 now, having finished every quest in the Empire city save the Xaes group ones. And I haven't seen a single 'rock chip' (you need 13 to finish the quest). The quest text says these are scattered around the city, but I haven't seen any. Anyone know where to find these so I can start mining?

    The starting mining quest nodes spawn around the trainer in Yaskers Tower.
