Will there ever be GM's to police cabal

At the moment i have 3 lvl 100+ toons the rest lvl 50-85 range , yet i refuse to play this game why , the bots and gold spammers out number the players . the client hacking has grown so out of hand that areas of the map take control of your toons now {go to auto cannons on 9-16)

yet not one time have i in my gameing in cabal ever seen a gm / mod / deva / or game police of any kind out side of the BI.

report bots / gold spammers / hackers cheats , when there report function isnt down (90% the time its down) you get told screen shots and live vidio feed from players is not evidence to boot a play off the game or even to send warning and that one must " contact in game support and direct in game support to the area of the hacker/bot/gold spammer/cheat  , so that they may deal with the problem "

wonderful this would be a great option if there were such a thing as a in game support in cabal but there isnt

its to bad it really is a kinda fun game not a every day player but a rainy day past the time game for sure .

so the only question i have is will there ever be a functional police function with in this game , to remove bots and cheats and mainly the client hackers?
