Used game sales are being treated as a means for getting around paying the publisher and ordering new copies of a title, as they just recycle the games and often keep the prices rediculously high.
Which is no wonder why Game Stop has had another lawsuit filed against them over these practices. Publishers are forced to leave out content and sell it as DLC, which lets be honest, is not good for the consumer.
