Does price reflect the quality of the game

I have noticed on numerous websites, CO is being offered for an increasingly low price, the latest being PLAY.COM offering it for £2.99. I played CO from launch and I found it to be unresponsive, buggy and very laggy. Why is the game being offered so cheap, are the populations low? I presume the game isnt selling well? Let me know your thoughts....
