Pixels Move around

in Final Fantasy XI

Anyone know how to fix this? When I run the backround pixels move around, its irratating on my eyes. I put the backround to max 1024x1024 and it helped only a little, any other things I could do to make it better?

    can you record it??

    have you tested to change the graphic settings both in and outside the game?
